Preheat oven to 350°. In a large bowl, combine eggs, milk, cheese, crackers, onion, green pepper, salt, garlic powder and pepper.
Crumble beef over mixture and mix lightly but thoroughly.
Shape into a 5-in. x 10-in. loaf in an ungreased 13x9-in. baking dish.
Bake, uncovered, for 50 minutes.
Meanwhile, in a small bowl, combine ketchup, brown sugar and mustard. Spoon over meat loaf.
Bake until a thermometer reads 160°, 10-15 minutes longer. Let stand for 10 minutes before slicing.
